They can be processed into better ingredients at a Food processing Master or cooked at any General Store

Most - possibly every - ingredient has to be looted or is a quest reward

[edit] Rarity

Food ingredients aren't that rare, there aren't alot of different ones either, the recipes are all combinations and/or processed ingredients
